Duties and Responsibilities:

Provide accurate, clear communication as the single point of contact for material control as required for all Kentech Field Managed Modifications (FMM) projects across all Sakhalin-1 assets. Ability to demonstrate in being fully cognizant and implement all ENL’s core value principles in all his or hers communications, actions and conveyances to project and client personnel alike. Ability to effectively interface with ENL functional groups to advance progression of material management activities. Interact with FMM Team as a whole, being an active contributor towards identifying successful execution methods and techniques from a Material Management and Control perspective and achieving overall success of FMM stewarded projects. Willingness to assist and support as needed in effective mentorship/coaching/guidance to all FMM project employees in matters relating to Material Control. Uphold responsibilities and obligations to follow local regulations and requirements of the RF legislation as specified by the RF Labour Code as applicable and required.

Review, track & regularly audit all purchasing files, reports and price lists of Suppliers.

Interact and coordinate with Project Supervision and FMM Project Schedulers to consolidate and finalize forecasts for material receipt. Interact with company and client FMM supervision, engineering, planning and QAQC to develop/adjust designs and search for cost & time effective alternatives. Develop, prepare, track and check shipping documents, including dangerous goods declarations with MSDS for such items for safe handling. Liaise between company QAQC, Suppliers and Client to guarantee effective transfer of materials and documentation (Material Certificate of Conformity, Technical Passports and Specification Data Sheets), and monitor material documentation population of Deliverables for Operations (DFO) packages. Develop, implement and control a Materials Preservation Plan, utilizing ENL’s Work Management System (WMS) to ensure procedural compliance. Develop goods inwards / dispatch systems for FMM projects across all Sakhalin-1 Project facilities, ensuring the relevant stores/warehouse/yard personnel are aware of deliveries, that they allocate space for goods on arrival and record the flow of materials. Oversight of all project FMM warehousing and storage facilities at onshore and offshore locations. Oversight and control transfer of care and custody of materials and equipment from warehouse to field. Prepare reports and presentations on material receipt, delivery and supplier performance. Prepare Late, Over, Short & Damaged (LOS&D) reports and coordinate the notices required to the suppliers, shipper, insurance, supervision and administration. Arrange material staging and laydown locations for at project locations at all locations. Coordinate and document all preventive maintenance required for equipment while in storage. Skills Requirement: Experience with material control & management functions in the oil & gas sector. Project Management reporting skills Sound business knowledge and decision making abilities Ability to establish project key performance indicators Knowledgeable of project documentation and document control, specifically for material management Thorough knowledge and experience of all procurement and material receipt / handling processes Good creative problem solving and resolution implementation Knowledgeable in Multi-Discipline construction procurement material and warehousing terminology, plus Client Interfacing & Project Engineering Strong understanding of project specifications in process, piping, electrical and instrumentation nomenclature. Possesses knowledge of applicable Russian Federation regulations Thorough knowledge of Safety Regulations and Procedures for material control and handling in oil and gas facilities, for both process and non-process areas. Excellent oral and written communication skills in English Teamwork, initiative, self-motivated, good and clear communication skills SAP Knowledge preferable Awareness of requirements for transportation of hazardous goods and experience in a similar role within the oil and gas industry are also desirable Условия: работа в г.Южно-Сахалинске, 5-дневный рабочий график ежемесячные командировки на производственные объекты проектов Сахалин-1, Сахалин-2 срочный трудовой договор (на период работы проекта, до конца 2020г)
