Responsibilities:

Supports General Contractor in Handover & Mechanical Completion Management. Supports General Contractor to monitor, supervise and update MC Management System. Supports General Contractor to maintain the system completion data base to reflect check record quantity and train General Contractor’s personnel. Supports General Contractor to ensure tests & inspections for all disciplines according to ITP’s on site. Supports General Contractor to consolidate handover dossiers of all quality documentation and maintain database to ensure the completeness of the proposed handover package (system dossiers) by pre-commissioning team on site. Acceptance & sign off acceptance certificates to confirm that mechanical completion per system has been achieved in contractor’s scope. Supports General Contractor to obtain overall plant Mechanical Completion Certificate. Supports General Contractor to prepare forms and coordinate for the signatures in handover and acceptance acts for the systems (and for the entire unit as a whole) for commissioning. Supports General Contractor to ensure compliance of all steps leading up to MC using ICM. Supports General Contractor to coordinate system completion, handover from construction to pre-commissioning, then to commissioning. Provide technical assistance to achieve Mechanical Completion and Pre-commissioning of the plant. Support Engineering, Construction and Pre-commissioning non-conformances if required by owner’s plant handover committee. Supports General Contractor to set up and managing of MC site organization team. Supports General Contractor in coordinating interfaces with involved disciplines and document department. Contribution to and participation in the site “MC Kick off meeting”. Participation in weekly MC meetings with construction contractors. Participation in Client meetings concerning MC and handover. Supports General Contractor in preparation of test folder, dossier and handover documentation indices. Prepare regular inspection status reports for the Site Manager, Construction Manager supported by the construction contractor's documentation. Issue of regular reports including punch item reports, carry over work completion report, check record status. Analyze completion status with reporting of completion e.g. Summary Completion Report, Detailed Completion Report, and Discipline Completion Report. Supports General Contractor to ensure filing of all engineering and inspection/testing documentation required for construction completion, pre-commissioning and commissioning in order to document pre-conditions for start-up of the plant to fulfil legal, authority and client requirements. Supports General Contractor to record all data related to inspection/testing results and assist to prepare and update discipline MC Dossiers and Handover System MC Dossiers. Supports General Contractor to track and monitor all punch Items resulting from inspection/testing and Carry Over Work to ensure proper correction upfront of critical milestones of the project. Spot-check the clearance of punch points by contractors in the field. Supports General Contractor to ensure that release of next work steps is done only if all required inspections and tests have been conducted successfully and no critical punch items are open. Assist General Contractor in use of MC database in order to track, verify, and control the execution of tests and inspections in line with approved discipline inspection and testing plans and corresponding check records. Ability to solve site related issues / Support to Site Technical Queries (STQ)

Requirements:

The Candidate shall posses a recognised Degree in Mechanical Engineering, Work experience as Mechanical engineer for Static Equipment in oil and gas or chemical plants, QA/QC experience is additional advantage, Technical competence from material incoming inspection to erection inspection and testing according the delivered inspection plan, Able to achieve project milestone / schedule, and business goals Possess relevant qualification and knowledge, professional experience, good professional judgment, responsive and pro-active in execution project, and ability to handle different situations Be able to work independently and have the ability to Lead a team of Static Equipment /Mechanical Engineers for oil & gas / petrochemical projects Good working knowledge of relevant computer applications and software, Fluent general and technical English.
